They all are.
At worst you'd have to make a disc image first instead of burning straight to DVD. But once you make a DVD image you can burn it to any DVD burner internal or external.

Your iDVD project will not be big enough to need a dual layer disc (or to use it for that matter). I believe Panther will write to DVD+R's but you might search the forums to find that out.
