iPod touch Are Apps Free if Previously Bought?

Hey guys, I'm just wondering if i previously bought an app on an old broken computer and the ipa file is still in there, can I re-download them onto a my new mac or new iPod touch?
 
This may go without saying, but you have to make sure you're signed into the iTunes store using the account you used to buy them in the first place.
