That's the volume, isn't it? Check the volume settings and buttons, they might fix the issue. Mine is different.
 
Is your phone jailbroken? That is the status bar notifier (cydia program) icon for an unread push notification. Open all your programs that send push notifications and it'll go away when you get to the one that the notification was for.

Ended up being an etrade notification. Maybe iBox Carbon theme changed that icon?

It changed to that icon for me with a newer update of LockInfo I believe. Before the status notifier icon for a push notification was different.
