Question Disc Burning: Not Supported

Could someone tell me is this a hardware or sorftware problem?
My mother has the below machine with a front loading tray CD Rom drive.

Hardware Overview:
Machine Model: iMac
CPU Type: PowerPC 750 (3.0)
Number Of CPUs: 1
CPU Speed: 267 MHz

Memory: 128 MB
Bus Speed: 67 MHz

System Software Overview:
System Version: Mac OS X 10.3 (7B85)
Kernel Version: Darwin 7.0.0

She has an external CD RW drive attached via a USB port but cannot get it to burn, only read. The system profile says

USB Mass Storage Device:
Manufacturer: HL-DT-ST
Model: HL-DT-ST CD-RW GCE-8400B
Drive Type: CD-RW
Disc Burning: Not Supported
Removable Media: Yes
Detachable Drive: Yes
BSD Name: disk2
Product ID: 1793 ($701)
Speed: Up to 12 Mb/sec
OS9 Drivers: No
Vendor Name: Genesyslogic
Bus Power (mA): 500

Does anyone know how to get it to burn?

Anthony
