Every time I download anything such as an image or a html file off the web it always sets it's permissions to "no access" for everyone. This is a huge problem because I'm developing a site and sometimes plugins will have tons of pictures, but I can't load them in the site environment until i go through and manually change access on every single one. Is there a way to change the default permissions for downloaded files?

A permissions repair does not touch home directories, nor is it relevant to the question.
To the OP:
What you are referring to is the umask, or the default permissions that are set on a file when it is created or in this case downloaded.
It is curious though that everyone is set to "no access" as that doesn't match with the default umask for user land.
Anyhow, this Apple KB will explain what a umask is, how it works and how you can change it.
*NOTE* As the document says, this should not be changed at the system level, set it at the user level.
