I've watched the WWDC Keynote four times now, and I just realized something odd when Steve announced FaceTime. I'm sure other people have caught this, but I can't find it on here yet.

When introducing FaceTime, instead of saying "10's of millions of iPhone 4's shipped this year", he says "10's of millions of FaceTime Devices shipped this year". And that almost guarantees the 4th Gen Touch to be FaceTime capable, with front and back facing cameras. That's why FaceTime is only going to be usable with WiFi in 2010, that way they can see what it will be like with iPhone 4's as well as 4th Generation iPod Touches.
