I'm sitting right next to a wireless hub no one is ont he other pc and I have one dot for signal strength, same deal at school the signal strength is horrible. like im right near these hubs and my signal is horrible, how do i improve it, or does my card suck.

You almost certainly have a broken connection between your airport card and your antenna. Are you using an iBook or PowerBook? We can help you from there.
Also make sure you have all of the apple updates.

first of all, I'm going to assume it's a powerbook.
second of all, if so, find the airport card (underneath) and check to make sure the antennae wire is plugged in - it may be dislodged from it's home, dramatically hampering your reception.
