Apple Reserve telling me $700... Yet AT&T tells me

So when trying to rserve an iPhone 4 Apple's website is telling me $700. Yet when I do *NEW# AT&T tells me:

"As a value customer we can offer you an upgrade with a new 2-yr contract and an $18 fee"

What's going on here? Will apple really charge me that $700 when I should be getting it for $300?
