Time machine with hard drive and PC

I have a PC running Windows XP connected to a time machine via ethernet cable. Attached to the time machine is a 1.5 TB hard drive formatted for windows. The PC will only recognize the hard drive through the airport application. How can I add the hard drive to the PC network?
