Mac Mini Not Going to Sleep

I purchased a 2009 Mac Mini in January this and I am loving it. Ever since I got it the machine does not go to sleep even with settings set and every program closed. The only way I can get it to go to sleep is by hitting the apple button and sleep. Sometimes I am not always here and would like it to go to sleep automatically. Have any ideas?
 
Now when you say the settings are set, you mean they look something like this?

Our G5 PowerMac at work refuses to sleep unless done manually. Even the display won't sleep if there is an iMovie window open. 😕
