Can I Unlock without Jailbreaking?

I just want to use my phone on another carrier. Can I just unlock it?

I have an iPhone 3G with the latest OS4 and iTunes.

(Do I use ultrasn0w or something else?)

No.
You need to jb first in order to install ultrasnow from cydia.

None of the DevTeam unlocks work without a jailbreak. You will just have to keep Cydia, and not install anything from it if you want optimal performance.
