The sector of my Hard Drive that allows me to install/download/update anything on my computer is damaged so I bought a new Hard Drive. However, I don't have my Leopard discs to format the new hard drive. I plan on upgrading to Snow Leopard and was wondering if it would be possible for me to just buy Snow Leopard and use those discs to format the new drive AND install it at the same time. Any help would be appreciated!

The snow leopard retail disk will format the HD and install with no problems, but you won't get iLife.

If you have the option to hook it up to a(nother) Mac you can also use Disk Utility to format the drive. But yeah, you can easily do this using the SL installation disk.
