So we all got jacked for a bill and change to upgrade to a working version of the operating system, but my question is, are we going to get jacked again?

Of course we will. But, I don't think it's going to be for $129. I expect 10.3 to be priced at $69. (Just my opinion. I have nothing to back this up).

According to everything I've seen, 10.3 will be a "free" update, which will probably cost $19.95 for shipping and handling before the uproar but Apple may have update packages available at their stores for free as they did with 10.1.

10.4 is supposed to be full price instead.

The only way I see Apple giving 10.3 away is if it isn't worthy of a full sales price.
