I am still using iPhone 5S 16GB and it always has 3GB storage left. I have 130GB photos in iCloud library.

I want to sync my photos to iCloud so that i don't need to worry about the storage problem every time I take a photo or video. I am wondering whether I should sync my entire iCloud library with my phone? Will it maximise my storage usage even though I choose to optimise the storage? I still need to reserve some space for my messenger apps though. Thanks :)

Yes storage full problem bothers many people including me... You like to take photo right? Maybe you can use iMyfone Space Saver for iOS, it can compress your photos to free up your storage space. When I got the 'storage full' I use that and this problem will not bother me for some time until I take more photo...
