Access to Notification Centre restricted to app store apps?

According to this, only apps that sell through the App Store can have access to Mountain Lion APIs such as notification centre and game centre.

Is this true?

Cos if it is, it's very worrying.

Local notifications no, push notifications yes. (http://www.anandtech.com/show/5545/mac-os-x-mountain-lion-developer-preview/4) Which is entirely reasonable, since Push uses Apple's servers.

Okay, that sounds more reasonable, but the impression the article left was that of "If it's a Snow Lion feature, you only get to use if if you distribute through the app store".

Maybe I misunderstood the article.

Still makes me a bit nervous though, I'm not against iOS features making it into OSX, but the walled garden isn't one of them.
