No only the Air 2 and Mini 4 can because they have the 2gb ram needed to do so.

Thanks, kinda thought so.

And were not talking split window multitasking or that it can but 1Gb will make them crawl but rather it just plain cannot, correct?

Can an Air 1 with iOS 9 run two programs at once?

Not two programs side by side as in Split View which is only available for iPad mini4 and iPad Air 2 and iPad Pro.
Although there are some apps in the App Store which can do multiple things (also with old iPads and even iPhones in some cases) side by side such as browse on two websites for example or notes/documents:

Internet browsers:
uSurf Universal (free) | requires iOS8 or later (also supports Apple's Slide over/Split view) | also works on iPhone Tip
Split Screen Browser (free) | requires iOS7 or later | iPad only
Split Web Browser (free) | requires iOS6 or later | also works on iPhone
Browse and Tube / Browse and Tube Free | requires iOS4.3 or later | iPad only
CoSurf (free) | requires iOS8 or later | also works on iPhone
Split (1,99 dollar) | requires iOS7 or later | also works on iPhone
Split Screen MultiTasking (free) | requires iOS8 or later | also works on iPhone
twoBrowser (free) | requires iOS6 or later | also works on iPhone
dualBrowser (free) | requires iOS7 or later | also works on iPhone
Split Screen Browser Pro (0,99 dollar) / Split Screen Browser (free) | requires iOS7 or later | iPad only
2in1 (4,99 dollar) | requires iOS6 or later | also works on iPhone
Duo Browsers (1,99 dollar) | requires iOS6 or later | iPad only

Well, it can run two apps at once, but you need to jailbreak your device.

I don't know why it's limited to Air 2/Mini/Pro, because it runs great with 1GB RAM. I use this feature daily and I've never encountered any problems.

Good to here. I would assume there would be massive lag because of the 1GB RAM and my 6+ experience.

There is that jailbreak solution but i decided to stick with the official iOS version for now and i really like some of the browser solutions and i love to use Easy Annotate for PDF/Word files showing side by side. It's still very limited in features and apps but for me it's currently enough.

If the topic starter decides to not jailbreak after all you can also go for a free version Side by Side (iPad only) with also Dropbox support.

My iPad had already been updated to iOS 9.1 so, if I understand correctly, currently it cannot be jailbreaked.

I'l check out that Side by Side app. :)

I looked further if there were others app and what exact features the Easy Annotate and Side by Side have and if it works as it should. Please find below the details per app which document formats they support and which cloud storage locations. I'm sending the developers of Dual PDF (to add support for and Dual Documents Viewer an e-mail today to see if they can improve their apps (e.g. English language and left/right view with Dual Documents Viewer).
