Not present on my 4S (factory unlock, on AT&T). Also running iOS6 beta.

EDIT: both are not present. Not just the Amber alert toggle.

This isn't an iOS feature, it is a nationwide feature that is coming to all cell phones. I'm a reporter and just wrote a story about it. I believe it is done through a carrier update.

I think it's limited to the non-SIM versions for now. AT&T is getting this very soon too. I already have it on a weather app on my Android phone.
