how come i can only view my local server if im conected to the internet. I used to be able to do it anytime i wanted on 127.0.0.1. any ideas?

127.0.0.1 is a loop back, that is usually used to test the network interface. If the network is not enabled, can have the network cable disconnected, then the loop back doesn't work. Can you open Teminal and do a "ping 127.0.0.1" and get a responce. It might also have to do with having the Firewall on, or some that is hidden that is new in Tiger.

This is the problem, in tiger (preferences under sharing) it displays this:

View this computer’s website at http://192.168.1.9/ or your personal website at http://192.168.1.9/~seanstewart/

It has the IP set according to whatever the current connection is. However, on panther i could access my site folder (apache server) by going to http://127.0.0.1/~seanstewart/

any ideas?

What exactly is the error you're getting when you try to access the site?
