"fixes an installation issue that developers encountered when trying to install the first iOS 9.3 beta.",

You would only see this update if you didn't install the first beta successfully or at all.
You'll see the update even if you successfully installed the first version, it's a newer build.

I did the update, hit the bug, was able to reboot and finish the install successfully. Got the updated build today.

It fixes some other stuff too (for example, a location services bug with older phones), so everyone with 9.3B1 will get 9.3B1.1

Just to follow up, I'm restoring 9.2 in DFU mode. Hopefully I'll get somewhere with this.

Annnnnnnnnnd, continuing to follow up (not that anyone cares, right?), 9.2 restored ok, but now I'm only offered the same icky 9.3b1 public beta build via OTA. Has anyone seen an advertisement for the 9.3b1.1 public beta via OTA yet? Do I have to try to go through b1 to get to b1.1, or can I just hold and and assume that the public beta version just isn't out yet?

Thanks!

What about public testers?

This makes me afraid to install the update that I already downloaded...
