The Time Machine backup is running super slow. It's only going up 10MB in 1 1/2 hours! I don't remember my backup being this slow before as this isn't the first one being done. What can I do to speed it up? I was thinking of reformatting the drive but don't want to go though 5 days of encryption again. Please advise.

Could be a symptom of drive errors on either the source or target disk or SATA cable, or could simply be something else using the disk.

If you quit TM and restart it does it speed up or stay slow? How full is the TM disk?

Assuming this is an external USB drive and not a TimeCapsule, I would suggest you check both it and the internal drive with Disk Utility.

The disks check normal no errors. It's brand new. Only 7 days old external USB 3.0 drive. If I copy a big file to the drive it copies at 3.0 speeds. It's 4TB as well.
