So Belkin just announced an update to their thunderbolt 3 dock, adding usb-c support. https://www.macrumors.com/2016/10/27/belkin-debuts-thunderbolt-3-express-dock-hd/

I have an early 2015 Macbook. I do not believe these things have thunderbolt compatibility. Does this mean I won't be able to use this dock? Will all new usb-c docks be based around thunderbolt??

Yes, you can't, unless the dock specifies that it can fallback to USB 3.1 Gen 2 for the connection to the host. You can expect cheaper docks to remain though - not every machine with USB-C ships with Thunderbolt, and USB 3.1 Gen 2 is enough to drive a dock with 4K 60Hz support.
