http://www.apple.com/store/ (roughly the middle of the page)

...but, if you purchased a Mac recently, OS X should have come with it, so I can't say I'm not a little confused.

Uh, Mac OS X Tiger is the newest OS from Apple. Panther came before Tiger, and can be found on places like e-bay.

Fair enough. Tiger is available from the online Apple Store for $129, but you might be able to find a copy on eBay or maybe even Craigslist.

I upgraded a PowerMac G4 400 last month to Tiger.

Get yourself OS X 10.4 which is Tiger. That's the latest one and it does run nicely on that PowerMac - but make sure you get the RAM first.

Tiger needs a minimum of 256Mb Ram and a recommended of 512Mb so get the Ram before the upgrade.
