I am seeing a little blue dot before the app name under the app icons on the home pages. Anyone know of what this is indicative?

It means you've recently updated the app and haven't opened it yet since its update.

An update is available, or it's using location services....I disabled the background updating as I prefer to update my apps manually.

That means that app has been update. By default iOS 7 auto updates all apps.
