Is there any way to burn dvd's without extracting them?

Can I use another computer and use it as an external dvd drive, and then just burn directly?

If it's a non-commercial DVD, yes.

If it's a commercial DVD, no.

For data DVDs all you need are two DVD drives and software that supports disc-to-disc copies. However, for movie DVDs, you won't find any software to do this because doing so is technically forbidden by the DVD copy protection.
