If the ipod touch 5th gen is plugged in and charging and then it is turned off, is it still charging? I ask this because if the ipod is turned off and then plugged in to power it turns itself back on with the green battery showing.

It will still be charging, unless you mean "completely shut down" instead of "sleep" with "turned off", then I do not know, if it is charging.

It does charge. It even charges it faster because its completely powered off. Just shut it off after you plug it in :)
