I have heard that, unless you have a friend with a PC to help you, there is no Mac application that will convert these damn wmv3 to a mpeg or other format that can be edited on a Mac. True or false?

try googling wmv3 +mac and you should get some stuff to try... Basically try VLC and MPlayer first for playback and FFMPEGX may be able to convert them.

Flip4Mac can play them, but ffmegX can't convert them to anything. That has been my problem.

OK then, Flip4Mac pro seems to be a possible solution (PS try the free trial first to see how it goes, you may need Quicktime Pro too :( )
