I have a mac and a PC. Currently, the iTunes installed on my Mac is totally updated with all my playlists, better ID3 information, as well as a lot of starred ratings. What I was wondering, is how exactly could I go about copying ALL of that to my PC? Do I just copy over the iTunes Library folder? If I do that, does it copy all my playlists, ID3 info, and ratings I've given my songs?

ive done this a few times, but it was from pc to mac and it worked. In your music folder, take the WHOLE itunes folder, not just the library, and stick it in the "my music" folder in my documents on your pc. Replace the itunes folder that is already there because you want this itunes folder from your mac

thats all, just take the itunes folder and put it in replacement of the old one
