I recently had reinstall Panther from the disc, and it said my system settings/info would be saved in a folder which is called "Previous Systems" which contains some 45,000 files that seem useless to me. I was going to just ignore it, but i come to find that it takes up 2.7 GB of hard drive. I was wondering if it would be ok for me to delete this file. In addition, sometimes when i am deleting something that i know i don't need i get a message saying the item cannot be deleted because it is locked. How does an item get locked and is there any way to delete it.

the folder can be deleted but 3rd party support and other things that didn't come with the orignal OS but installed inside the Library or System or Users folder will end up being deleted if you don't resuce them. I believe also that the entire users folder has been moved so all your docs in your previous users folder will be in there. You should probably look around at the folders just to make sure you got everything before deleting. Other then that the OS in that folder can usually never be used again and should probably be deleted after the check threw.

Locked items can be solved by, either holding down option while deleting i believe or manually by getting the item info and unchecking the locked check box at the bottom of the main part of of the info window.
