i got a message earlier which gave me the options to either give a thumbs up mute or dismiss. Is this new?

This is simply iOS Interactive Notifications (they were introduced in iOS8... http://www.imore.com/interactive-notifications-ios-8-explained ).

The Watch will display any Interactive Notifications... Even those that don't have Apple Watch Apps. "Acting" on them (i.e. Making a selection) simply carries out that action on your phone.

I'm fairly certain this was NOT how the watch behaved until a recent change in FB Messenger. There was never an option to do anything but look at the message, now you can at least send a thumbs up.

There was no Watch update on Friday.

More likely is that Facebook Messenger received and update that added Interactive Notifications.
