Anyone tried to run this on a powerbook? I am having trouble installing it on a 400mhz Mac running os x 10.3.9, it runs OK on a 867mhz. It runs FM 2006 alright. Anything I am doing wrong - apart from not going out and buying a new mac?

IIRC, you need a 1.8GHz Mac for FM2007. I won't expect a 400MHz to run it good, if at all.

It lists a 1GHz G4 as being the minimum speed processor in the system requirements – that's not to say it won't run on the Mac you describe, but if it does it certainly isn't going to be fast. You'll also likely only be able to play with one league and with a minimum sized database.
