full contact list not syncing from iCloud to macbook air

I recently bought a macbook air and have been trying to set it up using my iCloud account (which is linked to my iPhone 6). For whatever reason not all of my contacts from my iPhone are showing up on my macbook. If I sign onto iCloud on the web, my full contact list is not there as well. I have contacts on to sync via iCloud and only have my contacts through my iCloud (and not through email accounts). I've tried logging out of iCloud on my macbook and deleting everything. I did a brand new back up as well. I even called Apple and they stated that they are thinking its because the iCloud servers are backed up because of it being the weekend and everyone generally using iCloud then and that everything should show up within the hour. Threehours later and nothing. Any help would be appreciated. Software on both iPhone and macbook are update to date as well. Thanks!
