Help with executing command.

I am in a big trouble. You do not need any programming skills to answer this question just advanced mac knowledge. I am trying to fix an SDL2 crashing problem on my new macbook. I have found the answer to my problem just I do not understand it. I am a simple windows person in a mac world.

I need help where it says to execute the following command in a folder. I have tried terminal in the SDL folder but it comes up with an unknown command error. Please explain to me what to do.

You need to be a registered, paid Mac developer to code-sign things, which is what this solution requires. I would download SDL 2.0.3 from the SDL website, instead, since the bug affects 2.0.2.
