How can I remap the fn key while boot camping windows 8?

In Yosemite, I found that Karbiner can remap the fn key on the bottom left of the keyboard to the control key. However, I haven't found a program that recognizes the fn key on windows 8. Why is this? I mostly play games such as CS:GO on Windows 8, and I really want the remap the fn key. Does anyone know a program or way to remap on win8?
