How does Frequent Locations pick the locations

I want to know how my iPhone6 (I have ios8) decides what is and what is not a frequent location.

For example, I went shopping twice this week and one store shows up as a frequent location but the other does not and I spent roughly the same amount of time at each.

Just curious.

If the system senses you spend a considerable amount of time at that place right around the same time on a week to week basis it will save it for you. You can view your frequent locations at Settings-Privacy-Location Services-System Services-Frequent Locations.
