would i need 3d software to create the "car" in a racing game?

Lets take need for speed undercover.

would i need to create the "car" in a 3d program, texture it and then put it in the app, if so which software do i need and if not how will i go about doing that?

Also, if i do need 3d modeling programs, could you list the free ones if there are free ones like google sketchup. (i love that program)
