I'm moving from developing web based to native iPhone apps but can't use my non Intel based PowerMac G5 because it won't upgrade to Snow Leopard.

Would a Mac Mini with Snow Leopard be an OK system to use for XCode, Cocoa, etc.,

Or would some other used, Intel based system be less expensive and still be useful for development.

Maybe I'm wrong, but speed of processing doesn't seem to be too much of an issue for this function.

You are correct. Speed is not really an issue. As long as you have at least 2Gb of RAM (any less and Snow Leopard is pretty slow) you'll be fine. Any Intel Mac Mini off eBay will work for you. I'd spend on getting as much screen real estate as you can rather than a fast machine.
