iPhone 7+ iMessage issues on iOS10

I have a brand new IP7+ and I am experiencing a lot of issues with iMessage. I've tried logging out and in with my apple ID, I tried restoring the phone and nothing seems to help and even switching my wifi to LTE.

My issue is that sometimes it sends the iMessage as SMS even though the receiver has an iPhone. Sometimes it completely fails to send the message all together, sometimes I don't get other's messages until hours later.

Any help would be appreciated, thank you

You sure this is on your end? My wife works in a building with spotty coverage and sending her iMessages results in exactly what you describe.
