iPhoto question

I still use iPhoto to import pictures and have had it set to open Photoshop Elements 13 when I used the command 'edit in external editor'. I don't believe using an external editor is an option in Photos.

I have upgraded to Elements 15 and changed the default program to open in iPhoto preferences but now when I click on 'edit in external editor' nothing happens.

Any workarounds?

I've never used the Elements organizer but can this substitute for iPhoto as a repository for all of my images?
