I am sure that, as with other iPods, you need to turn Video Out to ON under Video Settings.
My understanding is that you have to buy new special cables with a "chip" inside them. The iPod touch automatically recognizes when this chip is connected and activates the TV out.
It is sold in the name of convenience but it's really just another way for Apple to ensure we have to repurchase expensive accessories to get it to work.
