In iOS 4.0, Apple included a feature called Persistent WiFi which keeps the WiFi On even when the device has gone to sleep to allow 3rd party VoIP apps to send the call through and act more like a VoIP device. But this feature was only added to the iPod touch and iPad, but not for any of the iPhones since they use cellular service.

But I do believe this feature only works for the 3rd generation iPod touch (32gb,64gb) and 4th generation iPod touch models only, and the iPad.

There is an app in cydia called "Insomina" (IIRC, or something of that nature) that allows your wifi to stay on when the screen is locked.
