iTunes Radio: it's radio. It plays single songs by an artist you choose and songs that apparently fit the mold of that artist.
Apple Music: it plays music. You can choose a radio (Beats 1) or your own playlist of songs that you've put together. You can also stream entire albums. You can also save the music onto your device for listening away from wifi or cellular.
