My brother is using a jailbroken and unlocked iPhone 4 on Viettel's network in Vietnam and I was just able to make a FaceTime call to him. At first I tried calling him through a calling card, but that didn't work. I had to call his Viettel number directly and FaceTime worked smoothly.
