Thinking she could just control the Apple TV with her iPod, I completely forgot that she'd need to connect to her WiFi network first. Is there any way she could user her iPod as a remote on a new network without the original remote?

Set up a new wireless network with the same SSID, encryption type, and password as your WiFi network. It should automatically connect.

It's her stepdad's router, and she doesn't have access to change the settings. Thanks anyway though!

Can you just use an ethernet cable to connect the Apple TV to the router and then use the remote app to setup the network? Then disconnect the ethernet cable.

Isn't there an apple remote app you can download on to your phone or iPod to use as a remote for apple tv? It's called Remote.

Use hardwired Ethernet, it has priority over WiFi.
