So I bought a great new MacPro as the imac was getting pretty slow. I exported the iTunes program to the MacPro and moved the external drive where the music files live to the new MacPro. Everything looks & works fine when I am using the MacPro to play files, etc.

But when I try to synch to either new iPhone or old iPod classic, I get an error message saying that the library used to be on a different computer and it will need to copy over the entire device and that I'll lose my purchased files.

There must be a workaround for this, right? Apple cannot expect me to re-buy every time I get a new Mac? Or can they?

I think you may be misreading the message. If you are connecting the iPhone or the classic to a different computer, the expected message should read something along the lines of "[This iPod/iPhone] is synced with another library. An iPod/iPhone can be synced with one iTunes library at a time. What would you like to do?" This has a screenshot of the message you may be seeing. As long as your files are on the transferred library, you aren't going to lose anything except time because it will have to remove/resync that content back over to the iPod or iPhone. If in the case of your iPhone, you have music on there that isn't on either computer you will want to transfer purchases at the above stated prompt, before opting to Erase & Sync.
