I need to set up a folder on an old Powermac that can be accessible on the Internet (via FTP). People need to be able to open and save files that are saved in the folder. I've been able to get it so that people can read, but the files are always read-only. What is the best way to do this?

You have to turn on FTP in the sharing preference pane. If you are behind a router I think you must tell the router to forward incoming FTP traffic to your mac's local IP address.

Be careful who has access to it. People have
been kicked off of their ISP because they had
open FTP locations that other people used to
store child pornography. The person hosting
the FTP didn't know, but someone found it and
saved tons of child porn in their folder.

It is on my college network and will be accessible to one person. I just need it to not be read-only. It won't let anyone else save files to the folder.
