I just bought my brother an ibook 12" (couldn't convince him to wait for the new intel upgrade) and noticed that in the dock next to the bin there is the spring with the @ that the previous OSX versions had. I have an almost 1 yr old powerbook fully upgraded. Are there any other differences between an upgraded tiger and a new one?

Nothing of consequence.
A new Tiger install doesn't come with IE whereas one upgraded from Panther will.
And I'm not sure that a fresh Tiger install doesn't come with Classic either.
Panther came with an @ in the Dock too and I suspect if you'd left it there that a Tiger upgrade would have left it there too.
