iOS Official Development on Jailbroken devices?

I have seen some news around 2009 about banning developers from jailbreaking their devices. It seems that some accounts were actually deleted.

Which one is the current situation? I would like to enroll the Developer Program but I bought my iPhone second hand and I need the jailbreak to use another carrier.

I would really like to test my apps, iCloud and I am concerned about getting into trouble

I can't answer everything but when you develop for jail broken phones there should not be an issue where you get in to trouble. I think there was already a ruling saying people could jail break there phones since they own them.

But if you don't follow the apple plan then you won't get support from them and testing things on your phone might not work as expected. But as far as getting in trouble I don't think so.
