Optimize Network settings

Is there a FREE app out there that allows me to optimize network settings, much like Cocktail can do?

I know Apple has a Broadband Tuner, but I don't think that's applicable for my Road Runner connection.

For XP, there was something called TCP Optimizer... can't find a Mac = for free.

there's an app called xupport you can find it on versiontracker i think. it has optimize network as one of it's many features.

it does work for me.

there's another program dedicated to this is called broadbandoptimizer, but it actually slowed down my ibook network speed.
