What happens when you select shut down from the Apple Menu? If it just hangs there then a program is probably cancelling the shut down process. Are you able to turn on the computer, and then immediately shut it down? Does that work?

We need a little more information about what happens when you try to shut it down. Does nothing happen at all?
Does it close all your apps then just stall after closing them?

    If nothing else helps:
Worst case scenario you might have a problem with the operating system. With the Grey restore DVD that shipped with your system you can boot off the DVD by holding the C key on restart.

When it boots from the DVD, then you can do an Archive and Install.
This will reinstall all the main components of the OS but keep all your user settings and Home Directory files.

Don't Reinstall Mac OS X. That is completely unneccessary.
We do need more information to decide what might be wrong.
