Possible? To Sign, Resign, Certify & Deploy Apps to iPhone 5 iOS 9.3 from a PC without Mac or Mac OSX VM?

I seem be reading a lot about XCode on MacOSX and also being used via VMWare.
I'm also reading about using Non Apple tools like iResign / iModSign etc. and some shady sites that promise Windows versions of the same.
I've also read about PhoneGap and some similar tools.
But, all these mechanisms and ways use Mac OSX on a Mac or on a VM.
Is there some way to do it without running OSX?
Note: I am not asking about DEVELOPMENT (lot's of threads discussed), but DEPLOYMENT.
Is there a way to do this on Windows preferably, (or Web service?) (maybe Linux as a last option) without having to use a Mac OSX VM?
Maybe the ways/ solutions already exists but there is no clarity on what way/ solution can be used given the specific constraint.
If there is no way to do this without Mac/ OSX VM then please answer in that direction.
